A Public Hearing on the 1989-90 tentative Village budget was <br />held on April 12, 1989 at 7:15 P.M. <br /> <br />Treasurer Kathleen Masterson and approximately 20 Village residents <br />were in attendance for the Hearing. <br /> <br />The Village Clerk reported notice of Hearing had been published in <br />the Wappingers & Southern Dutchess News on April 5th, 1989. <br /> <br />Treasurer Masterson reported copies of the budget were available <br />for distribution and smae had to be adopted by May 1st, 1989. <br />She stated budget categories differed somewhat in that we were <br />sollowing the format prescribed by N.Y.S. Department of Audit & Control. <br /> <br />Mr. Gil Napoleon inquired as to the allotment of $16,796 under <br />"Other Expense" in the Court budgets. (A-ii10,4). Ms. Masterson <br />replied these monies, for a large part, were to cover the rent. <br /> <br />Mr. Napoleon inquired as to why $10,000 was inserted under the 1320.4 <br />Auditor category. Ms. Masterson replied, funds would be used for the <br />implementation of the new Journals for accounting procedures as <br />mandated by the State and for tying in the annual ~eports. <br /> <br />Mr. Napoleon asked about $20,000'being inserted in the Treasurer's <br />budget under the category A-2020 and was told this funding was <br />allocated for a proppsed computer system that would service the <br />various departments of the Village. <br /> <br />Mr. Napoleon also inquired as to Municipal dues, Judgement of Claims <br />and omission of a Capital Account. Each item was discussed <br />individually. He also asked about $28,300 being in Recreation- <br />Other Expense (A-7140.4) & Chairperson Latino stated $10,000 will <br />be for landscaping, the rest being used for summer and various <br />other programs. <br /> <br />Mr. Napoleon inquired as to funding under Personal Services for <br />sewer account (A-8120.1), and was told these monies would be utilized <br />for sending out sewer and water bills. <br /> <br />He asked about monies being in the Disposal Plant budget as it had <br />been closed down,but was told not entirely. <br /> <br />Mr. Nepoleon inquired about bonds for the Tri-Municipal project and <br />discussion followed on same. <br /> <br />Mr. Greco recommended hydrant rental for the Water Dept. be left <br />in the budget and a discussion followed as to whether local law <br />or ordinance on same had ever been repealed. To be investigated <br />further. <br /> <br />The Question arose as to whether the tentative budget could be <br />increased following hearing and Attorney Viglotti to investigate same. <br /> <br />Due to people a~riving late, the public hearing was left open and <br />business of the regular meeting was initiated 7:48 P.M. <br /> <br /> <br />
