Special meeting of the Mayor &'Village Board of Trustees held: <br />April 25, 1989 at 7:00 P.M. <br /> <br />Present: Mayor Hemingway, Trustees Ward, Fisch, Hargrave, Costello, <br />Kolb and Buckley. <br /> <br />Others present: Harry Greco, Robert Juliano, Gil Napoleon, Mr. Stan <br />Scheinberg and associates, Mr. David Locke. <br /> <br />Mayor Hemingway opened the meeting with the Pledge of Allegience and <br />a moment of silence for the U.S. Navy men who perished this past week <br />from an explosion on their ship, The U.S. IOWA. <br /> <br />Mayor Hemingway stated that the Adoption of the Budget was the first <br />item on the agenda and invited comments. <br /> <br />The Treasurer explained that the largest increases were in the areas <br />of insurance and garbage collection. She stated that recent years <br />had seen a decrease in revenues due to the discontinuation of the <br />federal revenue sharing program and the Town of Poughkeepsie sewer <br />rent, but that it appeared that this trend was reversing. She stated <br />that the projected tax rate is $107 per thousand of taxable assessed <br />valuation; that the budget includes wage increases of 5% with 6% under <br />contractual agreements with the unions, but that the overall rate <br />increase is 4.91%. <br /> <br />Mr. Napoleon questioned total appropriations. He stated that the <br />figures on the tentative budget and the final budget don't agree <br />and questioned the $14,000 difference. <br /> <br />Ms. Masterson explained that the difference is the increase in insur- <br />ance. <br /> <br />Mayor Hemingway explained that the rate is $107 per thousand. <br />stated that the tax base had decreased but that the village's <br />position in respect of estimated revenues had improved. <br /> <br />He <br /> <br />The Treasurer explained that the decrease in the tax base was <br />apparently due in large part to a reflection of compliance with a <br />court ruling that decreased the taxable assessed property of the <br />telephone utility. <br /> <br />Mr. Juliano inquired about the Boards approval or disapproval of <br />a Village Administrator. <br /> <br />Mayor Hemingway stated that his personal feeling is that this is-a <br />sensitive issue and recommends a public referendum. <br /> <br />Mr. Juliano inquired about the $35,000 in the Budget. <br /> <br />Mr. Juliano inquired about the line item appropriation for municipal <br />executive. <br /> <br />Tr. Fisch stated that if the money were not in the budget and an <br />Administrator were hired, taxes would have to be raised to compensate. <br /> <br />Mr. Juliano asked if there would be minutes taken at this meeting and <br />if the Board was in agreement to take a vote regarding the hiring of <br />a Village Administrator; he further stated that he did not feel that <br /> <br /> <br />
