A Public Hearing on proposed Local Law #2 of the year 1989, amending <br />Section 310 of the Village Zoning Ordinance and the "Zoning Map, <br />Village of Wappingers Falls, N.Y.", was held in the Village Hall, <br />May 23rd, 1989 at 7:00 PM. <br /> <br />Present: Mayor Hemingway, Trustees Fisch, Costello, Harg~ave, Ward, <br />Kolb, and Attorney Viglotti. Also present: Frank Savelli, Chairman <br />ZBA, Anthony Pacio, Zoning Office Administrator. <br /> <br />Others Present: Roger Higgins, County Legislator, Attorney Harold Reilly, <br />Hank DiMarco, Bob Juliano, Gil Napoleon, Tony DiDomizio, Eileen Masterson <br />and Jenny Bovino. <br /> <br />The meeting was called to order at 7:00 PM. followed by the Pledge of <br />Allegience. <br /> <br />The Deputy Village Clerk read the proposed Local Law. <br /> <br />Mayor Hemingway asked for comments from the public attending the hearing. <br /> <br />Mr. Hank DiMarco presented a letter to the Mayor & Board of Trustees, <br />Subject of letter being: Rezoning property East of South Ave. from <br />Post Office Building to Prospect St. to Office Business. The letter <br />was written to support the above rezoning to OB. <br />Mr. DiMarco read the letter, making reference to Railside Drive-Greenway <br />Drive to help resolve 9-9D commuter traffic in the Village. <br /> <br />Mayor Hemingway stated that the Planning Board and the Zoning Board <br />of Appeals recommended the amended zoning ordinance to OB. <br />Dutchess County Planning did not comment on the Proposed Local Law, <br />as they stated that this is a local concer. <br /> <br />Mr. Frank Savelli, Chairman of ZBA recommended the zoning change of <br />said Local Law, to Office Business. <br /> <br />Attorney Reilly stated his approval of the zoning change. <br /> <br />Attorney Viglotti is recorded as stating that he is interested in <br />the property located on 18 South Avenue. <br />Attorney Viglotti also stated that he has spoken to the DeLanos, the <br />Laffins and Dr. Kerrigans' widow (Mrs. Joseph Clark), and they have <br />no objections to the zoning change to OB. <br /> <br />Mr. Juliano stated his approval of the zoning change to OB and commented <br />that the Board of Trustees has taken a positive step. <br /> <br />Mr. Roger Higgins urged the Boards approval to the zoning change to OB. <br /> <br />Mrs. Jenny Bovino stated that she was in favor of the zoning to OB. <br /> <br />An interim period ensued durinq the Pub. hearing to wait for an <br />associate of Atty. Reillys', who was detained. During the interim, <br />Atty. Viglotti broached the subject of the Cablevision renewal franchise <br />with the Village. (It is noted in the April 12th,1989 minutes at the <br />regular Village Board meeting, that action of the CATV franchise had <br />been taken. Motion by Tr. Hargrave, seconded by Tr. Ward that the <br />Mayor be authorized to execute a 3 yr. agreement with a 3 yr. option <br />to renew and a 5% franchise fee.) <br /> <br /> <br />
