County <br />Legislator, Robert Valdati-Town Councilman~ Joseph Fries-Water Dept. <br />Commissioner, Phil Galioto~ Mr.& Mrs. Robert Juliano, Jenny Bovino, <br />Edna Hinzman, Jean Laffin, Felix Lopez, August Christopher, Raymond <br />Pantaleo, Roger Capanno, Harry Greco,' Doris Higgins~ George Rodack~ <br />Tony Campilii, Kenneth Cain, Rocco Napoleon~ Barbara Marshall, Helen <br />& Newton Erickson, Hank Dimarco, Achilles Napoleon. <br /> <br />Public hearing was called to order at ?:20 p.m. followed by the <br />Pledge of Allegiance. <br />Deputy Village Clerk read the proposed Local Law amending the Village <br />Dog Ordinance. <br />Mayor Hemingway asked for comments. <br /> <br />Attorney Viglotti elaborated on the text of the amendment regarding <br />the change in the Dog Ordinance. A copy of the local law can be seen <br />at the Village Hall. <br /> <br />Joseph Fries stated that he was in favor of the proposed local law <br />but felt that it does not go far-enough in the respect that it does <br />not affect the annoyance of barking dogs. Mr. Fries pointed out that <br />people leave their dogs tied for 2 or 3 days while on vacation and <br />the dogs bark frequently during that period. <br /> <br />Attorney stated that the amended section of the Dog Ordinance refers <br />to leashing the dogs (section 2a). Nothing else was omitted <br /> <br />Kenneth Cain questioned how do you enforce the law? <br />Attorney Viglotti stated that enforcement of the law is an issue and <br />that the dog warden is in charge of enforcement. <br />Mr. Cain also questioned how the dog warden can pick up the dogs if <br />he is employed part-time. He felt there is no sense in passing a law <br />unless it is strictly enforced. He also suggested a strict <br />enforcement of the law even for a period of 6 or 8 weeks so that <br />people would "get the message.> <br /> <br />The subject of limiting the number of dogs allowed a resident was <br />addressed. <br />Attorney Viglotti stated that this subject was mentioned at other <br />meetings Attorney Viglotti discussed the constitutionality of <br />limiting dogs per owner.
