A special meeting of the Mayor and Village Board of Trustees was held <br />on Tuesday, April 30, 1996 at 7:00 P.M. in the American Legion Hall <br />for the purpose of adopting the 1996-97 Village budget and to adjust <br />the sewer rate: <br /> <br />Present: Mayor Hinzmann, Tr. Cerino, Tr. Traver, Tr. Marshall° Tr. <br />Hemingway and Treasurer ~asterson. <br /> <br />Absent: Trustees DiDomizio and Goebel. <br /> <br />Mayor Hinzmann reported tax base has been decreased this year as <br />our Special Franchise Assessments regarding utilities have been de- <br />creased and several tax certioraries have been negotiated which re- <br />sulted in an assessment compromise. He stated total decrease was <br />$555,000.; appropriations were $3,712.952. and tax rate has been <br />set at $109.50 per thousand, a reduction of 1.79%. <br /> <br />Discussion followed on tax rate decrease and its overall effect over <br />the past several years and Tr. Traver reported Village Board felt <br />comfortable with this budget which had a decent surplus. <br /> <br />Tr. Cerino reported thatduring negotiations, they had it dO~r~ to <br />-.45% and the 1.79 % decrease was a compromise. <br /> <br />Discussion followed as to what impact the Imperial tax payment would <br />have on the budget and Tr. Traver reported the Village was mandated <br />by the State as to the percentage of surplus we can maintain. <br /> <br />Discussion followed on various appropriations, revenues and expendit- <br />ures. <br /> reported <br />Inquiry was made to to salary increases and Tr. Traver/various percent- <br />ages have been granted to Union and non-union employees, with the ex- <br />ception of the Fire engineers and the Water Clerk, on the recommendation <br />of the Water Commissioners. <br /> <br />Upon further inquiry at to the Water Clerk's salary, it was the decision <br />of the Board that, other than the Water commissioner's recommendations.~ <br />other employees with more longevity have not been brought up to scale <br />and this was the opportune time to equalize salaries and solve -this <br />problem. <br /> <br />Discussion followed on Capital Improvements and Tr. Cerino reported <br />there was $136,000. in Contingency. <br /> <br />Discussion followed on improvements for water, sewer and drainage along <br />East Main St., street re-surfacing and procedures followed as to ~idewalk <br />replacement. <br /> <br />Motion by Tr. Cerino, seconded by T.r Hemingway that the sewer rate be <br />adjusted to 1.05 %. CArried. <br /> <br />Motion by Tr. Traver, seconded by Tr.
