A Public Hearing on a Community Development Block Grant application regarding a proposed project for Improvemnt of Veteran's ~{emorial Park was held on May 8, 1996 at 7~15 P.M. in the Americqn Hall Present: Mayor Hinzmann, Tr. DiDomizio, Tr. Cerino. Tr. Traver Tr. Marshall, Tr. Hemingway, Tr. Goebel, Attorney Viglotti. Also present, Wayne Thompson, Lake Committee Chairman.. Mr. Thompson addressed Hearing stating he has been working with the Committee since 1992 and they were trying to make improve- ments on the lake and were attempting to dredge same. He stated they have made significant progress but have been held back due to the lack of funding. Mr. Thompson read the Project description, a copy of which follows the minutes of this meeting. He stated allotted grant was for $43,874., an alllor nothing grant. Mr. Thompson reported additional funding for project will be taken from the 1996 budgetary allocation. Tr. DiDomizio inquired as to what our chances were for getting the grant and Mr. Thompson replied we were more competitive now than in November as we ~eet priority funding No. 1~ ~hich is improvement of publicly owned facilities such as parks and recreation areas. He also said that,under the census block, we meet the 36% benefit to low/moderate income persons. Mr. Thompson said we were competive as we can be at the present time. Mrs. Komornik reported she lived near a ~ark and inquired if Veterans was the only park for which improvements were being considered. Mr. Thompson replied this was the only Dark being proposed for funding as it was being tied in to Lake restoration~ He stated the infrastructure and acceptability of other areas didn't match what was needed to be done but with this project the public at large would get the most benefit and serve-~ most people. Tr. Komornik reported Temple Park, in the vicinity of ~arket St. and DUtchess Ave., is located near the lower Creek which flows into the river and the creek provides access to boaters. Mr. Thompson reported the problem with the lower Creek was the Village doesn't own the property but we ~o own the Lake and were focusing our interests w~th the ~roblems this side of the dam. Mrs. Komornik discussed the various debris which comes over the dam into the lower Creek affecting residents living in that area and Mr. Thompson replied this problem was being addressed by many agencies but wasn't part of this Hearing and invited Hrs. Komornik to attend a Lake Committee meeting.
