The regular meeting of the Mayor and Village Board of Trustees was held on Wednesday, <br />March 12, 1997 at 7:30,?~M. in the ~merican Legion Hall. <br /> absent <br />Present: Mayor Hin~sar~n, Tr. DiDcmizio, Tr. Cerino, Tr. Traver, Tr. Marshall, Tr. <br />H~~ Tr. Goebel and Atty. Viglotti. <br />Also present: Treasurer Masterson, Assessor Walker, Water Cc~xaissioner Travis, Police <br />Lieut. Birdsell, Zoning Officer Alfonso, Traffic Violations Oc~missioner Lucato. <br /> <br />Minutes: <br />Yd_nutes of two public hearings and the regular meeting held <br />duplicated a.~d previously presented to Board members. <br /> <br />Feb. 12, 1997 brad been <br /> <br />Tr. Cerino reported correction under Tri-Mttnicipal report of the regular ~n~cti ng <br />in that Village's flows for the month should read 52.4% and not 62.4%. <br /> <br />Motion by Tr. Cerino, seconded by Tr. Goebel that the above minutes be accepted as <br />corrected. Carried. <br /> <br />O~fid~ James Ashworth, Officer in charge of the Village's newly formed Canine Unit, <br /> addressed mcct~ng and introduced ".Max'!, ne~ly acclimated German Shepard to assist with <br /> the Drug progran. <br /> He thanked the ..Mayor aD~ Board for their assistance and cooperation in formulating <br /> this ttnit and gave a short demonstration shcwirg dog's ability to uncover .~.,uggled <br /> drugs. <br /> <br />Officer AshaDrth reported "Max" had finished 1st in his class at Training school and <br />was certified frcm up to 2 seeds of n~rijuana to $50,000,000. in cocaine, <br /> <br />_Mayor Hin~nann thanked Officer Ashworth for the d~nonstration which certairuly <br />showed the dog's ability to assist with the program. <br /> <br />Report on Unpaid Parking tickets: <br />Cut,~issioner Lucato addressed mccting and said there was $28,746.00 outstanding in <br />unpaid parking tickets and,prior, wehad engaged a company u~nmed Law Enforcenent <br />Agency who were collecting 30% of every dollar brought in. <br />He said we decided to set up cur own collection systen, saving the Village in excess <br />of $3,000. and, before the Boot went into effect in 1995, outstanding parking tickets <br />began to rise again and, frcm 1992 to 1995 went up to $$5,345.00. <br />Mr. Lucato re~orted that, since the Boot was in effect we n~w have $8,885.00 in <br />unpaid parking tickets. <br />He said he addressed the Board in Dec. of 1996 and asked for ~ kind of assistance <br />and said sc~ethi/lg has to be done to correct the si~_ation. <br /> <br />Tr. Gcebel inquired if we could do anything frcm a legal standpoint and Mr. Lucato <br />replied they had recently filed a Criminal summons with tb~ Court for violators who <br />weren't eligible for the Boot. <br />He said that, in order to be eligible for a S~ons, three tickets b~ve to be issued <br />on the same car. <br /> <br />Lieut. Birdsell reported that between 80 to 100 violations qualify for a CrimiDml stm~nons <br />a~d the Court recommends they be processed on a t~ schedule as to not back up the <br />Court calendar. <br /> <br /> <br />
