The regular meeting of the Village Board of Trustees was held on Wednesday, <br />May 8, 1968 at 7:30 P.M. in the Mesier Homestead. <br /> <br />Those present: Acting Mayor Bain, Tr. DiDomizio, Tr. A. Napoleon, Tr. Fries, <br />Tr. D.O. Napoleon, Tr. Cheetham and Arty. Lyons. <br /> <br />Motion by Tr. Fries,seconded by Tr. DiDomizio that meeting go into Executive <br />session. Carried. <br /> <br />Motion by Tr. F~ies, seconded by Tr. Cheetbam that meeting return to regular <br />session. Carried. <br /> <br />Minutes of Annual Meeting held April 1, 1968, Regular Village Board meeting <br />held April 10, 1968 and Miscellaneous meeting held April 24, 1968, all were <br />previously duplicated and presented to the Village Board. <br /> <br />Motion by Tr. OiOomizio, seconded by Tr. D.O. Napoleon that minutes of above <br />meetings be accepted as written. Carried. <br /> <br />Petitions: None. <br /> <br />Resolutions: <br />Atty. Lyons read the following resolution: <br /> <br /> WHEREAS, the BELLY OF THE WHALE commenced its activities in the Village of <br />Wappingers Falls in July of 1966., being intended by its sponsors as a medium <br />to provide recreation and entertainment not otherwise available to local <br />teenagers, and <br /> WHEREAS, this Board recognizes the needs of the youth of the community, <br />and appreciates the good faith and dedication of those who have tried to help <br />us discharge this mutual obligation, and <br /> WHEREAS, the increase in both the number and the nature of complaints <br />received now requires that the Village acknowledge that a considerable <br />number of its citizens find themselves aggrieved by the continued activities <br />of the BELLY OF THE WHALE, and <br /> WHEREAS, this Board has therefore made a full evaluation of said BELLY <br />OF THE WHALB, and in so doing has had due regard for the relative importance <br />of the ~ollowing considerations: <br /> <br /> 1. That the organization and its sponsors have made a significant contrib- <br />ution to the social needs of the community.. <br /> <br /> 2. That the operation of the organization, as specifically confined to the <br />premises within which it operates, is condueted with as much decorum as its <br />nature will permit. <br /> <br /> 3. That such operation, however,,is without official Village sanction, and <br />is in violation of the Ordinance against excessive noise. <br /> <br /> 4. That the organization also' attracts to the Village a considerable <br />number of teenagers who would not otherwise congregate here. <br /> <br />That, as in any such. group, there is a definite undesirable minority. <br /> <br /> <br />
