26 <br /> <br />Public Hearing of the Village Bd. of Trustees was held on May 9, 1966, at <br />7:30 F~! in the Wm o T. Garner Engine House to hear a request from WE~3K <br />to provide cabled television to the Village. <br /> <br />Those present : Mayor Furnari, Tr. VanVoorhis, Tr. DiDomizio, Tr. Bain, Tr. <br />Lawrence, Tr. Napoleon, Tr. S~bia and Att. MacDonald. <br /> <br />Mayor Furnari opened hearin9 reporting notice had been published and gate <br />set. He read letter from WEOK, outlining their services and expressing their <br />desire to provide cabled television to the Village. <br /> <br />Mr. Paul Smallen, owner of WEOK, discudsed public services provided, includ- <br />ingradio broadcast from the Village weekly, <br />He discussed features of CATV, which offers 12 channels of clear television, <br />of which one will be devoted to news and weather. <br />He reported no definite plans for an educational channel and local station <br />wouldn't be on a steady basis. <br /> <br />Mr. Smallen recommended one franchise for the Village and discussed problems <br />of more than one providing serviee. <br />He reported proposed s~es for tower are in perfect line with Empire State <br />bldg. and telephone Co, will install cable. <br /> <br />Mr. Smallen stated service for cabled television will be on same level as <br />that. of the eelephone. <br />He reported rates would be $4.75 per month and $15.00 for installation(not <br />to be charged for the first six months), $7.50 installation for additional <br />set and $1.00 per month for service. <br />He stated senior citizens would pay a third less than normal charges and <br />discussed 5 per cent payment to the community to lighten the burden. <br /> <br />Tr. Napoleon inquired about complaints of Beacon residents as to feed back <br />problem and Mr. Samllen reported WEOK would provide guarantee against <br />this. <br /> <br />Tr. Sabia asked that guarantee for non-users of cabled television be given, <br />against any interference caused by the cables, in the form of hooking these <br />residents up with cabled television, free of charge. <br />Mr. Smallen replied he would have to confer with Telephone Co. concerning <br />this. <br /> <br />Att. MacDonald inquired as to when franchise had been ieceived in Poughkeepsie, <br />and Mr. Smallen stated Dec. 20, 1965 and operations would begin Sept. Is 1966. <br /> <br />Att. MacDonald asked about franchise being not assignable and Mr. Smaallen <br />replied he had no intention of selling his business. <br /> <br />Tr. Napoleon reported non-exclusive franchise can't be limited to one cabled <br />Tv co. <br />Mr. Smallen stated Telephone Co. won't recognize anyone without a franchise. <br /> <br /> <br />
