49 <br /> <br />The Special Meeting of the Village Board of Trustees was held <br />on May 23, 1966, at ?:30 P. M. at the Mesier Homestead. <br /> <br />Those present: Mayor Furnari, Tr. VanVoorhis, Tr. DiDom~zio, <br />Tr, Bain, Tr. Lawrence, Tr. Napoleom, Tr. Sabia~ and Attorney <br />MacDonald. <br /> <br />Purpose of the meeting to discuss the purchase of the Wappingers <br />Lake. <br /> <br />Mayor Furnari gave resume of proceedings stating Committee had <br />been appointed and Mr. Dolan and Mr. Breault acted as Co~ <br />Chairman. <br />Lake Committee m~de the following recommendations: 1. purchase <br />the lake to Red Oaks Mills; 2. purchase the lake with State <br />funds; 3. close gates if water is drawn below the 1~ inch <br />restricti?n$ $. close gates during the months of JULY, August, <br />September, 5. repair the dam; 6. decide on a referend?,m. <br /> <br />Mayor Furnari reported two appraisals to repair the dam were m-de: <br />1. was to resurface the dam and amounted to $35, 000; 2. was a <br />new dam and its cost would be $135,O00. <br /> <br />Mayor Furnari reported Village Attorney had previously been <br />instructed to acquire material on various aspects on the <br />acquisition of the lake to finalize proceedings. <br /> <br />Attorney MacDonald reported 2 methods available to purchase the <br />lake: 1. if done without annexation, Village would have to <br />acquire exemption of tax from the two municipalities involved; <br />2. if done through annexation, two methods would be available; <br />1. B.N. & A. ReAlty Corp. could petition for annexation or 2. <br />Village comld annex. <br /> <br /> Attorney MacDonald discussed financing plan should Village purchase <br /> the lake. <br />If done through state funds, Village would be advanced $100~000 <br />and be required to reimburse $25,000, within 6 months, to the <br />.State. <br /> Lake could also be purchased through the sale of bonds. <br /> He reported the Dept. of Law passes on Title Matters and expenses <br /> in this process can be reimbursed up to 75 per cent. He reported <br /> appraisal cost at $500 and two cloth tracings at $200. He <br /> stated appraisal is required by the State Comptroller's Office. <br /> He reported appraisal ~mst set forth that 12 inch level won't <br /> reduce the asset of the purchase. <br /> <br />Tr. DiDomizio inquired about bond being floated with 12 inch <br />restriction through Village Funds, and Att. MacDonald replied <br />yes. <br /> <br />He stated that to purchase the lake would be through preparation <br />of' proposed contract including details, attached to an option, <br />set to expire the day after referendum. If referendum passes the <br />Mayor signs contract, if not option expires. <br /> <br /> <br />
