267 <br /> <br />A SPECIAL ~RGENCYMEETiNG of the Board of Trustees of the Village <br />~f ~app~nger~ Falls, D~.~c~$~ County,.Ne~¥pr~, war held at <br /> esler nomesmead in sa~c v~£Aage on ~ne A~zn ay oI February,~967, <br />at 7:25 o'clock P. M. <br /> <br />Motion by Tru$tee Napoleon, seconded by Trustee DiDomizio that the <br />regular notice of meeting be waived. Unanimously carried. <br /> <br />Upon roll being called there were: Present: Mayor Peter C. ~uruari, <br />Trustees Bain, DiDomizi0, Lawrence, Napoleon. <br /> <br />Absent: Trustees Sabia amd VanVoorhis. <br /> <br />Also present: Building Inspector and Zoning E~forcement Officer Col. <br />John W. Haubennestel and Village Attorney, James J. Lyons. <br />Mayor Furnari designated Col. Haubennestel as Acting Clerk to tram- <br />scribe the minutes of the meeting. Ail agreed. <br />Discussion followed concerning (1) the collapse of the mlddle portion <br />of Building No. 6, Tudor Apartments Ltd., at about 9:45 A. M. that <br />day, as described in the written report of the Building Inspector and <br />Zoning Enforcement Officer, and (2) the hazardous condition of the <br />the collapsed portion and the a~joining_~t~on.~ a~a~pear~_~ro~a <br />personal inspection of the premises at ~.~O ~. m. ~na~ even~, ~ <br />those present at the meeting. <br /> <br />Motion by Trustee Bain, seconded by Trustee Lawrence, that it <br />appearing that such collapsed structure and the adjoining structures <br />constituted a hazard, and were dangerous and unsafe to the public <br />under provisions of Village Law Section 89 paragraph 7-a, the <br />Building Inspector and Zoning Enforcement Officer, together with <br />Milton Chazen amd Vincent Kelley, licensed professional engineers, <br />be appointed to inspect such premises and report the condition of <br />the same, and that in the meantime, ~muder the general police power <br />of the Board the following precautionary measures be taken in the <br />interest of public safety: <br /> 1. That the Village Police Department place appropriate signs <br /> in the area; <br /> 2. That the persqns responsible be notified to rope off or <br /> barricade the area; ana <br /> 3. That a special guard be stationed in the area for such hours <br /> and for the duration of time deemed necessary by the Mayor, such <br /> guard to be employed by the Village at the rate of $2.00 per hour, <br /> e~d cost amd expense of such hiring to be charged and assessed against <br /> the persons or parties responsible. <br /> <br />Motion unanimously carried. <br />The Building Inspector ~nd Zoning Enforcement Officer was directed <br />to notify parties interested, as indicated by his files, of the <br />foregoing action. <br />Board agreed to meet again Saturday, ~ebruary 18th at 10:00 o'clock <br />A. M. to further consider the matter. <br />Motion by Trustee Napoleon, seconded by Trustee Lawrence, that meet- <br />ing adjourn. Carried. <br /> <br /> <br />
