When they began to develop and renovate the engineer discovered, <br />that they had to go down to the first floor level and they had to demolish more than 50~ <br />of the buildings. Now, they find that they are short in squ~re footage and need an area <br />variance in order to reconstruct the buildings. They have been funded by federal and <br />state funds. This will be and is extremely finaucfs.l.ly difficult if they cannot obtain <br />an area variance. Structurally the space is limited. Lot lines go north to south and <br />east to west if they extend foundations, they cannot meet the building code. There will <br />be 10 rental units. They will range in size from efficiency apartments to ~ bedroom units. <br />They cannot ch~uge the plans or extend them. <br />Chairman Savelli said if they wo~,ld not be changing the plans, then there will not be <br />additionslunits. <br />Mrs. 0'Lea~y stated they have to comply with the New York State Code and zoning. Nine- <br />teen will remain as one building and 21 & 23 will be combined. <br />Mr. A1 Weitlich, 22 Prospect St., stated a survey of the 2 upper buildings did not cor- <br />respond and Ernie Martin when he did the survey said they should combine 21 & 23. <br />Mr. Smith said they are combined, there could be a problem with the fire code. <br />Discussion was held on fire walls. <br />Mr. Weitlich said that by teeming the building down they gain one bedroom. There is a <br />common stairway and it is also cleaner and Jay Paggi, engineer, told them if they just <br />enclosed the buildings, eventually the smell of the smoke would seep through from the <br />water damage. There is also the issue of Funding. Part is to be used for reconstruction <br />and the first floor was left and has to be shored up. At 23, there is rock and it can't <br />be moved. Efficiency apartments will be utilized on first floors. The downstairs apart- <br />ments will be good for the elderly or the handicapped. There is ~ccess for wheel chairs. <br />Rents will be 1~, as they are non-profit and they have to follow Section 8 of the hous- <br />ing cede. <br />Mr. Casey inquired as to how many stories they were going up and was told two. <br />Tr. Greco stated he appreciated their efforts to clean up the buildings. He feels it <br />is worthwhile. There ~re going to be lOunits and he said something should be done <br />to help them. <br />Mr. Smith asked if they could have 9 apartments. <br />Mr. Weitlich stated they could loose the project and this would not be financially feasible. <br />~This will benefit the village. <br />Chairman Savelli stated that a date for a public hearing should be set. <br /> <br /> <br />
