<br />Chairman Savelli c~11ed the meeting to order 7:31 p.m.
<br />He requested a motion to dispense with the reading of the minutes and to approve same as
<br />written and forwarded to all members by mail.
<br />Motion by Mr. Casey, seconded by Mr. Smith to dispense with the reading of the minutes
<br />and to approve same as written and forwarded to all members by mail.
<br />All in favor; motion carried. Minutes approved.

<br />Chairman Savelli stated the first item on the agenda would be a public hearing at the
<br />request of Wappingers Youth Outreach, Inc., DBA, as Community Services Program, 5 Givans
<br />Ave., seeking a variance to reconstruct buildings located at 19, 21 & 23 West Main St.,
<br />Village, which are in aRM-2 District (multi-family) due to the shortage of square feet.
<br />
<br />Secretary read the Notice of Appeal, Legal Notice as it appeared in the Southern Dutchess
<br />News, letter from the Dutchess County Dept. of Planning which recommended the decision
<br />be based on local study of facts in the case and a letter from the V~ll,ge Planning Board
<br />which recommended the variance be approved.
<br />Chairman Savelli asked if all within 200 ft. had been notified and secretary replied yes.

<br />Mrs. Margaret O'Leary, Executive Director, Coe~aunity Services Program, addressed the Board.
<br />She stated they wanted to erect l0 residential units. It would not be financially pessible
<br />to expand the foundations. Also, the foundation supports would be destroyed. They do
<br />not have the 750 sq. ft. for the studio and/or efficiency apartments. Ten units must
<br />be erected. It the variance is not granted, there would be less income. They are $11,000
<br />in debt and the cost so far has been $37,000.
<br />Zoning Officer Haubennestel stated the variance shoutdbe granted. The Board should also
<br />consider off street parking. The hardship reflects this. He stated he would give a
<br />permit with exemption for off street parking. This is his reco~,,endation.
<br />Chairman Savelli stated they have 15 parking spaces.
<br />Mrs. O'Leary stated WDC has put $22,000; the village committee has raised
<br />Tr. Greco stated the Village, itself, has committed $50,000.
<br />Mrs. O'Leary stated the Town of Poughkeepsie gave $50,000.
