<br />Chairman Savelli called the meeting to order 7:30 p.m.
<br />He requested a motion to dispense with the reading of the minutes and to approve same as
<br />written and forwarded to all members by mail.
<br />Motion by Mr. VanWagenen, seconded by Mr. Neuman to dispense with the reading of the minutes
<br />and to approve same as written and forwarded to all members by mail.

<br />Chairman Savelli stated the first order of business on the agenda would be a public hearing
<br />at the request of Community Services Program, 5 Givans Ave., Village, seeking a variance
<br />to convert 7 Mill St., (Old Town Hall), into offices and apartments. Said variance Is
<br />required due to the shortage of square feet and parking requirements.
<br />Secretary read the Notice of Appeal, Legal Notice as it appeared in the Southern Dutchess
<br />News; letter from Dutchess County Dept. of Planning which stated they had no objection
<br />to the variance, and Eoard should rely upon Its own study of facts in the case; also a
<br />letter from the Village Planning Board which stated if the variance was granted, CSP would
<br />have to go back to them for final approval, including Fire Inspector's comments.
<br />Chairman Savelli asked If all within 200 ft. had been notifed and was told yes.
<br />Mr. Al Cornacchini, Architect for Community Services Program, addressed the Board. He
<br />said they had a site plan and a breakdown as to how the area would be affected. He also
<br />had plans as to what would be done to the Town Hall. They will not enlarge the building.
<br />It will stay intact. They are going to restore it inside and out. Each floor has approxi-
<br />mately 2,000 square feet. They are going to use all floors. This is a CB District and a
<br />multiple dwelling Is allowed above the Ist floor level. The first floor will be left as
<br />businesses. There will be a double stair hall. He stated he has a synopsis. The 2nd
<br />floor will have 4 effiency apartments and the 3rd floor will have 2, two bedroom apartments.
<br />Lot area is 5780 sq. ft. Required parking for the Ist floor is 6.667 spaces. They would
<br />like to transfer these to the dwelling units. The first floor has 2013 square feet.
<br />The third floor meets the minimum requirement of 750 square feet, for the two, 2 bedroom
<br />apartments. The second floor, where there will be 4 efficiency apartments, has 375 square
<br />feet per unit.
<br />Chairman Savelll asked if they had bought the building.
<br />Peg O'Leary, Executive Director, Community Services Program, stated they are under a con-
<br />tract of~sale.
