<br />Chairman Savelli called the meeting ,o order 7:35 p.m.
<br />He requested a motion to dispense wlth the reading of the minutes and to approve same
<br />as written and forwarded to all members by mail.
<br />Motion by Mr. Smith, seconded by Mr. Casey to dispense with the readlng of the minutes
<br />and to approve same as written and forwarded to all members by mail.
<br />All in favor; motion carried. Minutes approved as written.

<br />Chairman Savelli stated that the first item on the agenda would be a public hearing
<br />at the request of Wapplngers Youth Outreach, DBA Community Services, Program, 5 Glvans
<br />Avenue, Village, seeking a variance to conver the premises at 7 Mill St., Village, into
<br />commercial offices and dwelling units. Said variances are being requested due to the
<br />shortage of square feet and parking requirements.
<br />Chairmen Savelli pointed out the above mentioned group had been before the Zoning Board
<br />previously and they had been granted approval for their requests. He stated that the
<br />as the time limit for the variance had run out~ Community Services had to apply again.
<br />Chairman Savelli also stated that due to problems with funding,
<br />Secretary read the notice of appeal, the legal notice as it appeared in the Southern
<br />Dutchess News and the comments from County Planning. As County Piannlng did not con-
<br />firm their approval or disapproval by letter, they advised the Board against taking
<br />action. When asked if the Board could give approval contingent upon receipt of the
<br />letter, and the Planner stated that this Is a tricky question. He said he did not
<br />see why it could not be done, but he would advise against it.
<br />Margaret O'Leary, Executive Director, Community Services addressed the Board. She
<br />stated that the structure would not be changed, They are going to use the plans that
<br />were origlnally presented to the Board. The building is historical and this one reason
<br />for the delay. The State had to approve the design. On December 16, 1986, Washington
<br />gave approval for the design. This is not a tax Investment and restrictions are some-
<br />what less than others.
<br />Chairman Savelll asked Mr. Breglla if he was familiar with the subject.
<br />Mr. Breglia replied that he was.
<br />Mr. Smith stated that this was held up by the State and the Town of Wappinger.
<br />Mrs. Julie DiMarco, 26 Mill St., Village, questioned parking.
<br />Mrs. O'Leary stated that the site accommodates 6 spaces. They have one space per unit.
<br />Mrs. DiMarco then questioned the parking for the offices.
<br />Mrs. O'Leary stated that they would be gone at night.
<br />Chairman Savelli stated that the apartments would be for senior citizens,
