MINUTES OF ZONING BOARD OFAPPEALS MEETING HELD JUL Y 6~ 1999 <br /> <br />Present: Susan Hodge, Chair, Lloyd Frink, Vice Chair, Bob Morris, and Lou <br />Viglotti, Village Attorney <br /> <br />Absent.- Harry Greco and Bob Lewis <br /> <br />Others Present: <br /> Laurie Gruendle <br /> Helen Erich'on <br /> Armand Alfonso <br /> Trustee Davis <br /> Tom Visentin <br /> <br />Alan Gruenxlle <br />Mayor Belding <br />Mike Del Vescovi <br />Pat Cardenia <br /> <br />Meeting was called to order at 7:32 p.m. <br /> <br />. ,I~, , ,URIE GR UENDL E~ 90 EAST MAIN STREET <br />First on the agenda was the application of Laurie Gruendle seeking a variance to be able <br />to have a day care center (before and after school care and full days on vacation) at 90 <br />East Main Street which is located in an OB zone. Ms. Hodge read the legal notice which <br />was published in the June 25, 1999 edition of the Poughkeepsie Journal, Applicant <br />presented, for the record the legal notice notification to the neighbors who were within <br />200fl. Mrs. Gruendle presented her case. She stated that presently she was operating <br />Group Family Day Care where she lived upstairs and she operated the day care out of <br />the basement, She has all ages and operates from 6:30 am to 6:30pm. She wants' to <br />change to before and after school care and use the whole house and only have school age <br />children. They wouM be there all day during the summer and when there is no school. <br />She would no longer be living there, She stated originally they had had a two year lease <br />with the option to buy. When they went back to the bank after the two years' they were <br />tom they wouM need more ora down payment because it is technically a commercial <br />buiMing. They need to come up with an additional $25, O00. OO for the downpayment. <br />The landlord extended their lease for an additional 27 months. If they do not come up <br />with the downpayment within the 27 months they will lose everything to date. No tnonies <br />would be refunded to them. At the end of the first lease if they opted not to buy they <br />would get "X" amount of dollars back The landlord's terms to have another lease was <br />"all or nothing." She went on to state they have thousands invested in the property that <br />they could lose, <br /> <br />Mrs. Hodge asked if applicants had to get a variance to operate their present day care <br />center and the answer was no. They had gone to the Planning Board but not to the ZBA. <br />It seems the process was overlooked, Mr. Morris asked how many children the <br />applicants were applying for and she answered they would have four classrooms with lO <br />children in each classroom. According to the state based on the square she could have <br />up to 44 children with 5 kindegarden children that are there 1/2 day. Mr. Morris asked if <br /> <br /> <br />
