Unanimously carried. Motion by Mr. Alexander
to back into regular session at 7:15 p.m. seconded by Mr. Alfonso. It was stated for the
record that no action was taken during Executive Session.

Mr. Morris stated the meeting was called to sit down and try to work on some of the
architectural and historical pieces of the project. He stated as a whole the Board is in
favor of the project. The primary issue is the steeple - it is a major concern because of
its historic nature. The other issue is the historic home at 2707 South Avenue. The
Board would just like to talk a little bit more about the design of the courtyard proposed
in front of the new Church. Rev. Hunt spoke about the steeple - he stated that the steeple
currently there is not the original steeple - it has been "doctored" up over the years -
aluminum siding put on it - it is definitely not the same steeple. It has been redone a
couple of times. Mr. Swartz stated at the present time the back trusses on the steeple
are sagging causing the steeple to be in a state of disrepair. Rev. Hunt went on to state
that he and his congregation love the community and have always tried to deal with the
community in a very fair way. The genesis of this project started four years ago. He
went on to state that he had been approached by a neighbor this past Sunday who was
very much against the project and he and Rev. Hunt had a heated discussion about the
project. Rev. Hunt stated he went on to ask this gentlemen where he had been during
previous discussions regarding this project.

At this point Rev. Hunt presented the Board with a copy of "The Religious Land Use and
Institutionalized Persons Act of 2000: A Valid Exemise of Congressional Power?" -
