Village Clerk read the proposed local law #4.
Mayor Hemingway invited comments.

Attorney Viglotti introduced Engineer Jay Paggi of Paggi & Martin
Consulting Engineering Firm.

Engineer Paggi explained the local law in more detail stating that it
was mandated that we adopt the ordinance by the local D.C. Health
Dept. The Ordinance classifies properties, mostly commercial and
industrial, not residential. Classifications are:

Aesthetically objectionable which is a lesser degree of hazard (eg.)
Gas stations, beauty salons~ high schools and grocery stores.

Hazardous degree: <eg.) Dry cleaning businesses, car wash businesses,
the Bleachery, the Medicus facility, funeral homes, the camera shop
in the Plaza, the Tri-Municipal pump station.

Depending upon which classification the properties fall under, it
requires a back flow prevention device on the water service reducing
the risk of contaminates back flowing into the water system . It
protects residents and users of the water system.

The device is put on the line that goes into the building. The
device has to be purchased and installed by the owner of the public
property. Maintenance is responsibility of owner of the property.
It is by inspection done by the Village Water Dept., the cost of
which will be reimbursed by the individual property owner. Inspection
can also be done by a representative for the property owner that is
licensed to inspect these kind of devices. Inspections are once a
year.

Minutes of Meeting ?/12/89 Page # 1
