A Public Hearing on a proposed local law #8 entitled "A local law
amending Village Ordinance "Disposition of Garbage, Ashes & Rubbish"
was held on 11-8-89 at ?:15 P.M. in the Village Hall.

Present: Mayor Hemingway, Trustees Fisch, Buckiey, Hargrave~
Costello, and Kolb. Also present, Attorney Viglotti.

Absent: Trustee Ward.

Others Present: Police Comm. D. Terwilliger, Fire Chief Pat Lyons,
Tim Laffin, Zoning Administrator Tony Pacio, Chris Karnow, Eileen
Masterson, Bob Juliano, Achilles Napoleon, Frank Savelli Edna
Hinzmann, Jean Laffin, Harry Greco, Rocco Napoleon, Richard Lewis,
Werner Gehl~ Hank Dimarco and Thomas Burke.
Mayor Hemingway stated that the Village has one Ordinance regulating
a time period when trash cans could be put at curb for garbage pick-
up but nothing about removal of cans from curb. As a result of
complaints from residedts regarding this situation, proposed local
law #8 was drafted for removal of cans from curb after garbage pick-
up.

Comments from residents attending the hearing indicated that they are
in favor of the proposed local law.

Harry Greco asked if the definition of private property indicated the
other side of the sidewalk, and if that is the case~ residents could
remove the cans from the curb but still have them in view of their
neighbors and general public.

Attorney Viglotti commented that the cans are put on the curb for the
removal of garbage and we want the cans removed from the curb after
collection of garbage. Attorney Viglotti feels that you cannot tell
the person where to put the cans on his own property.

A seven minute recess ensued.

The regular meeting of the Village Board of Trustees followed the
public hearing.

Minutes:

The minutes of the regular meeting of the Village Board of Trustees
(10-11-8~) had been duplicated and previously presented to Board
members.

Tr.
