A Public Hearing was held Wednesday,December 1~, 19~0 at 7:15 p.m. at <br />the Village Hall in the American Legion Building on Spring Street. <br /> <br />Present: Mayor Hemingway, Trustees Costello, Kolb~ Napoleon, Fisch <br />and Bovino. Trustee Buckley was absent because of illness. Attorney <br />was delayed due to court hearing. <br /> <br />Others present: Treasurer K. Masterson, Commissioner D. Terwilliger, <br />Zoning Admin. gfficer Tony Patio, Recreation Dir. Cindy Latino, <br />Robert Traver and Tim Laffin of Wm. T. Garner Engine Co. #1. <br />Other residents of the Community were also present. <br /> <br />Mayor Hemingway requested a moment of silent prayer for Tr. <br />Costello's deceased Uncle, James Costello and former Trustee John <br />Cheetham, after the Pledge of Allegiance. <br /> <br />Mayor Hemingway opened the public hearing. The Deputy Village Clerk <br />read the Legal Notice relative to the CDGB program stating that the <br />purpose of the meeting is to provide for public participation and <br />comments in reference to the use of the Village's allocation of CDGB <br />funds and to obtain the views of the residents on the community <br />development needs in the Village. <br /> <br />The Village proposes to consolidate the remaining funds for the <br />acquisition of property for off-street parking. <br /> <br />Trustee Fisch provided background information on the CDBG program <br />stating that since the early l~80's, available funding under the U.S. <br />Department of Housing and Urban development (HUD) Community <br />Development Block Grant (CDBG) program has progressively decreased~ <br />and the competition for said funds among interested applicants has <br />increased. The Village has participated in CDGB since 1983. In that <br />time the Village has received over $55,000 in CDBG which paid for: <br />the piezometer drilling done by Satterthwaite on the dam and curbs <br />and sidewalks in the first ward (to complement those installed by the <br />state under their ~D project.) <br /> <br />In addition, the Village also received over $100,000.00 in <br />competitive funds, which were directed to the rehabilitation of the <br />West Main St. buildings and renovation of the old town hall, among <br />other things. <br /> <br />These projects had the effect of restoring parcels to the tax rolls, <br />eliminating blight, increasing the values of neighboring parcels, <br />increasing the housing stock of the Village by 1~ units, most of <br />which were occupied by elderly Village residents; and created jobs. <br />The funds leveraged over $?95,000 in private sector funding to the <br />Central Business District. <br /> <br />There is a remaining balance in allocated funds of $5~000, most of <br />which was earmarked for a parking project in the Village. The <br />purpose of the public hearing is to consolidate these funds for the <br />acquisition of property (Bell> for the purpose of creating off-street <br />parking.
