The regular n~cting of the Village Board of Trustees was held on WedD~sday, <br />July 14, 1993 at 7:30 P.M. in the Village Hall. <br /> <br />Present: Mayor Hinzmann, Tr. Napoleon, Tr. DiDcmizio, Tr. Shay, Tr. Traver, <br />Tr. Usavich and Atty. Viglotti. <br />Absent: Tr. B~n, Vacation. <br /> <br />Minutes: <br />Minutes of the last re~alar Village Board n~eting held June 9, 1993 had been <br />duplicated and previously presented to Board members. <br /> <br />Motion by Tr. DiDomizio, seconded bY Tr, Shay tb~t the above minutes be accepted <br />as written. Carried. <br /> <br />Discussion of Garbage bills: <br />Tr. Napoleon reported Village enacted the Garbage District concept last year and <br />be~en July 1, 1992 and May 1993, the following transactions took place: <br /> <br />Total inflow: $341,193.60 <br />Total Outflow: 337,222.95 <br /> <br />He stated this left an operating budget of 1% to work with. <br /> <br />Tr. Napoleon reported last year tb~ biggest omcglaint was the hardship posed bY <br />the annual billing and, upcu~ the recc~mendation of the cc~ittee, a quarterly <br />billing systen was initiated for this year. <br />He stated last year, under anr~a] bi]].~ng, 92% of those billed paid their charges <br />and this year payments collected fall short of expenses incurred. <br />Tr. Napoleon 11.7% of of those billed haven't paid and stated this is causing a <br />cash flow problem. <br />He stated, if .this trend continues, we will ha~:to rivert back to annual bill- <br />ing and rec~,~,~_nd a Notioe be sent the 165 customers topay ~ bills or face <br />other measures. <br /> <br />Tr. Napoleon reported he was tired of being singled out as the one person who was <br />trying to eliminate full t/me Police. <br />He stated the entire Board b~d decided 6 mos. ago to go with part ~ Police. <br /> <br />Tr. Napoleon reported we had a month and one-half to make a decision and, if we <br />want to keep the full ~me Police, let's do so and stop the bickering. <br /> <br />Cc~ mittee reports: <br /> <br />Tri-Munici~al: <br />Tr. Sbm~; reported we have been asked to adopt a resolut.~:~n as to use of equipment <br />in plant expansion and ccranittee is seeking the employment of a Plant admis- <br />istrator. <br />Tr. Shay reported flc~s for th~ m~nth of June were: Village (59%), Town of Pough- <br />keepsie (41%) and they were still investigating the SPDES problems. <br /> <br />Att. Viglotti repc~T~d resolution states,, Ln effect, engine--rs are preparing <br />plans and specifications for the construction and design of the expansion to <br />treat Town of Wappinger seweage and same calls for 2 additional ultra violet <br />systems and 4 additional aerators. ~-~olution states that same must be compat- <br />ible with existing systems. <br /> <br /> <br />
