The regular n~cting of the Village Board of Trustees was held on WedD~sday, July 14, 1993 at 7:30 P.M. in the Village Hall. Present: Mayor Hinzmann, Tr. Napoleon, Tr. DiDcmizio, Tr. Shay, Tr. Traver, Tr. Usavich and Atty. Viglotti. Absent: Tr. B~n, Vacation. Minutes: Minutes of the last re~alar Village Board n~eting held June 9, 1993 had been duplicated and previously presented to Board members. Motion by Tr. DiDomizio, seconded bY Tr, Shay tb~t the above minutes be accepted as written. Carried. Discussion of Garbage bills: Tr. Napoleon reported Village enacted the Garbage District concept last year and be~en July 1, 1992 and May 1993, the following transactions took place: Total inflow: $341,193.60 Total Outflow: 337,222.95 He stated this left an operating budget of 1% to work with. Tr. Napoleon reported last year tb~ biggest omcglaint was the hardship posed bY the annual billing and, upcu~ the recc~mendation of the cc~ittee, a quarterly billing systen was initiated for this year. He stated last year, under anr~a] bi]].~ng, 92% of those billed paid their charges and this year payments collected fall short of expenses incurred. Tr. Napoleon 11.7% of of those billed haven't paid and stated this is causing a cash flow problem. He stated, if .this trend continues, we will ha~:to rivert back to annual bill- ing and rec~,~,~_nd a Notioe be sent the 165 customers topay ~ bills or face other measures. Tr. Napoleon reported he was tired of being singled out as the one person who was trying to eliminate full t/me Police. He stated the entire Board b~d decided 6 mos. ago to go with part ~ Police. Tr. Napoleon reported we had a month and one-half to make a decision and, if we want to keep the full ~me Police, let's do so and stop the bickering. Cc~ mittee reports: Tri-Munici~al: Tr. Sbm~; reported we have been asked to adopt a resolut.~:~n as to use of equipment in plant expansion and ccranittee is seeking the employment of a Plant admis- istrator. Tr. Shay reported flc~s for th~ m~nth of June were: Village (59%), Town of Pough- keepsie (41%) and they were still investigating the SPDES problems. Att. Viglotti repc~T~d resolution states,, Ln effect, engine--rs are preparing plans and specifications for the construction and design of the expansion to treat Town of Wappinger seweage and same calls for 2 additional ultra violet systems and 4 additional aerators. ~-~olution states that same must be compat- ible with existing systems.
