Tuesday, August 17, 1993 An ~mergency Workshop regard/rig the Hc~e Depot project being constrtlcted in the i~ial Plaza and to coordinate our efforts ~n conjunction with sane. Present: Trustees DiDomizio, Napoleon, Shay Bain and Usavich, Atty. Viglotti, Engi~crs Paggi & Cc~telmo, Planning Board Cb~irman Visentin and member, Thomas Alfonso, Water Co~nissioners Mazochi and Capanno, Zoning Enforcement Officer Pacio, Bldg. Inspector Alfonso, .Fire Inspector Sanfilippo. The following was discussed in conjunction with the project: There was a misunderstanding as to who was appointed Clerk of the Works and it was in the interest of the Village that we come to an agreenent and appoint an individual who will coordinate project. Tb~re was controversy regarding escrow accounts. It was determined that Construction agr~--~_nt regarding water mains and improv~rents was ratified. It was determined that Water Department has to be made aware of when they are laying pipe and pressure testing and Engineer should be designated to inspect all phases of pipe im~tallation & testing. Atty. Viglotti reported we should engage an Engineer as Planning & zoning dont feel they should be orchestrating entire project. Unauthorized officials signing Escrow vouchers also was discussed. Mr. Visent~n said a problem may have b~-n created when we hired one engineer for Water and one for other Village matters and he didn't agree with having 2 engineers making inspections and one project coordinator. It was determined scmeone has to keep Board apprised as to what was going c~. poured It Was determined water pipes were being laid and footings/without supervision and we want to determine whose job it is to supervsle project. In the interim, Eng. Paggi will handle all on site/off site water inspections and other work such as sewer/footings will fall under the jursdiction of Insite. There w-as a point made that no one was ever directed to oversee project and both Er~ineers advised they had sent letters pertainln' g to s~ne. There was question as to after Site plan approval by Planning, whose administrative resl0onsibility was it regarding construction and it was determined this fell under the jurisdiction of the Building Inspector. It also was asked whose responsibility was it to. authorize site inspections by the Engineers. bg~0o frc~ Eng.
