Tuesday, August 17, 1993 <br /> <br />An ~mergency Workshop regard/rig the Hc~e Depot project being constrtlcted in the <br />i~ial Plaza and to coordinate our efforts ~n conjunction with sane. <br /> <br />Present: Trustees DiDomizio, Napoleon, Shay Bain and Usavich, Atty. Viglotti, Engi~crs <br />Paggi & Cc~telmo, Planning Board Cb~irman Visentin and member, Thomas Alfonso, Water <br />Co~nissioners Mazochi and Capanno, Zoning Enforcement Officer Pacio, Bldg. Inspector <br />Alfonso, .Fire Inspector Sanfilippo. <br /> <br />The following was discussed in conjunction with the project: <br /> <br />There was a misunderstanding as to who was appointed Clerk of the Works and it was in <br />the interest of the Village that we come to an agreenent and appoint an individual who <br />will coordinate project. <br /> <br />Tb~re was controversy regarding escrow accounts. <br /> <br />It was determined that Construction agr~--~_nt regarding water mains and improv~rents <br />was ratified. <br /> <br />It was determined that Water Department has to be made aware of when they are laying <br />pipe and pressure testing and Engineer should be designated to inspect all phases of <br />pipe im~tallation & testing. <br /> <br />Atty. Viglotti reported we should engage an Engineer as Planning & zoning dont feel <br />they should be orchestrating entire project. <br /> <br />Unauthorized officials signing Escrow vouchers also was discussed. <br /> <br />Mr. Visent~n said a problem may have b~-n created when we hired one engineer for <br />Water and one for other Village matters and he didn't agree with having 2 engineers <br />making inspections and one project coordinator. <br /> <br />It was determined scmeone has to keep Board apprised as to what was going c~. <br /> poured <br />It Was determined water pipes were being laid and footings/without supervision <br />and we want to determine whose job it is to supervsle project. <br /> <br />In the interim, Eng. Paggi will handle all on site/off site water inspections <br />and other work such as sewer/footings will fall under the jursdiction of Insite. <br /> <br />There w-as a point made that no one was ever directed to oversee project and both <br />Er~ineers advised they had sent letters pertainln' g to s~ne. <br /> <br />There was question as to after Site plan approval by Planning, whose administrative <br />resl0onsibility was it regarding construction and it was determined this fell under <br />the jurisdiction of the Building Inspector. <br /> <br />It also was asked whose responsibility was it to. authorize site inspections by the <br />Engineers. <br /> <br />bg~0o frc~ Eng.
