The second monthly n~ccting of the Mayor and Village Board of Trustees was held <br />on Feb. 23, 1994 at 7:30 P.M. in the Village Hall. <br /> <br />Present: Mayor Hinzmann, Tr. Napoleon, Tr. D~zio, Tr. Shay, Tr. Traver, <br />Tr. Bain, Tr. Usavich and Atty. Viglotti. <br /> <br />Minutes: <br />Minutes of the Village Board ~cting held 1-26-94 had been duplicated and <br />previously presented to Board members. <br /> <br />Motion by Tr. DiDcmizio, seconded by Tr. Shay that the above minutes be accepted <br />as written. Carried. ~ <br /> <br />Discussion on recent gas explosion which occurred on Market Street: <br /> <br />Pat Abruzzo, Custc~ Services Division Manager for Central Hudson G. & E. Corp., <br />present to address ~ting and answer any questions. <br /> <br />Ms. Abruzzo reported Central Hudson was ~esponsible for restoration and repair <br />of.gas service resulting frc~ the gas e~plosion on 2-12-94. <br /> <br />She stated they were informed by Dutchess County Fire Alarm Headquarters at <br />7:25 A.M. on 2-12-94 advising there was a structure fire and gas odor at the <br />corner of Franklin Str. and M~rket Street. <br />fbntrol Center began to mobilize personnel and were on the scene at 7: 44 A.M. <br />and began to call additional resources. <br />Ms. Abruzzo reported they werked closely with the Fire C~c~any and were going <br />to try to repair the line in question by pressurizing same, which would have <br />inconvenienced about 100 residents. <br />She statedit became evident about 1:30 P.M. that these repairs could not be <br />made and they began to isolate the m~n in question which resulted in the loss <br />of service for over 1700 customers. <br />Ms. Abruzzo stated once fire was estinguished, they continued with excavation <br />of pipe and found a crack in the 8" main. <br />She reported they, the Public Services Commission & D.C. Cause and Origin team <br />were performing independent investigations to determ/ne cause of the crack and <br />e~plosion at this point and time. <br />Ms. Abruzzo reported Central Hudson initiated a tagging procedure of all the h~mes <br />which would be affected by the de-pressurized line and it was necessary to secure <br />each hc~e that has a gas system before re-pressuring the system to bring it back <br />on line.. <br />She stated tagging process w~s completed by about 5:00 P.M.. Sunday, Feb. 13, 1994 <br />and, by this time, repairs to pipe bad ~n completed , re-presSuring of tb~ <br />system began and the re-lighting process was begun. She stated service was almost <br />cc~pletely restored by 7:30 P.M., Monday, Feb. 14, 1994. <br /> <br />Ms. Abruzzo reported they tried to alert residents, through the local media, as to <br />the re-lighting process and utilized entire work force so as to complete this <br />process as soon as possible. <br />She stated this detail could not have happened so quickly withou~ tl~. cooperation <br />of the Police and Fire Departments and through the courtesy of the Knights of <br />Columbus for use of their facilities as a temporary headquarters, <br /> <br />Ms. Abruzzo c~nded the Village and the Fire Depax~,~nt for their quick action <br />by providing temporary housing of the evacuated residents. <br /> <br /> <br />
