A Public Hearing was held on September 12, 1984 at 7:00 P.M. on proposed
Local Law #3 entitled "A Local Law abolishing the office of Chief of Police
and establishing the office of Police Colissioner'.

Present: Nayor Synnett, Tr. Greco, Tr. Cioppa, Tr. Costa, Tr. Nazochi,
Tr. Carey, Tr. Boyle, Atty. Reilly, & Treasurer Ca~ptlii.

Atty. Supple reported local law proposes to do just what the title states.
The Office of Chief of Police is ncw vacant, and abolishin~ it therefore
will not result in the dis~issal of any current employee. The office of
Police Conmissioner, which is being created, w~ll be a part-~ise position~
with the incumbent having all of the powers and performing the duties
previously assigned to the Chief of Police.

The Attorney General has fulled that a Single local law may abolish the one
office and created the second, as here proposed. In addition, the Civil
Service Law requires approval o£ any ne~e position by the local Civil Service
Colission, and the position of Com~isioner of Police has accordingly been
~pproved by the Dutchess County Department of Personnel, The classification
of the position is non-competitive, based upon the Village determination
that the Job will be part-ti~e. It should be noted~ however,.that if the
person appointed to this position works more than 20 hr. wk., the non-
competitive classification will be in jeopardy.

No one present voiced an opinion pro or con said local law.

Public H0. closed at 7:30 P.M.
