A special workshop meeting was held Friday, September 28,198~ <br />at 5:00 p.m. at the Village Hall. <br />Present: Mayor Synnett, Trustees Boyle, Cioppa, and Mazochi, <br /> and Att'y Reilly. (Trustee Costa was ill, and Trustee <br /> Greco out of town.) <br />Mayor Synnett stated that the purpose of the meeting was to <br />discuss the new state legislation re a proposed veteran's <br />exemption. He further stated that Trustees Costa and Greco <br />and himself had attended meetings earlier in the week with <br />Mr. Carson of the N.Y.S. Conference of Mayors and with <br />County Supervisor Pattison. <br /> <br />Att'y Reilly explained that the proposed local law allows the <br />Village to opt out of the automatic exemption at this time. <br />The Mayor stated that~he deadline for passage of the local <br />legislation was October i since the necessary docm~mentation <br />must be in Albany by noon October 2,1984. He said that the <br />exemption as passed by the state legislature was effective for <br />l0 years, that it was not clear which veteran's were eligible, <br />and that more information was needed in order to assess its <br />effect on the Village tax roll. <br />Trustee Mazochi said that at present the Village had no inform- <br />ation ~s to the possible ramifications of the state law, could <br />not anticipate its effect on the present ta~ base, and did not <br />know if the ultimate effect would be to increase the assessed <br />values. <br /> The Mayor stated that the Assessor projected a mimimum increase <br /> of approximately $~.00 per thousand, or about $30.00 per house. <br /> <br /> Trustee Cioppa stated that this increases taxes exclusive of <br /> anticipated costs of the bond funding for various other village <br /> projects. <br /> <br /> The Mayor stated that a public hearing on the proposed local <br /> law to opt out of p~rticipation in the exemption was scheduled <br /> for Monday, October I at 7:00 p.m. in the Village Hall. <br /> <br />Trustee Cioppa reported that the appraisal value on the fire <br />equipment had increased by over 12% and requested authorization <br />to increse the insurance coverage of same at an estimated cost <br />of approximately $500.00. <br />-Motion by Trustee Mazochi, seconded by Mayor Synnett to approve <br />the total replacement package recommended by Mr. Reis. -carried. <br /> <br />Trustee Mazochi stated that he had obtained a price from Marshall <br />Fencing to install fencing aronnd the W.T. Garner property and <br />requested Board approval. <br />-Motion by Trustee Boyle, seconded by Trustee Cioppa to authorize <br />Trustee Mazochi to arrange for the fence installation. <br /> <br />The Mayor advised the Board that changes in the state insurance <br />law would effect the Village's liability and referred to the <br />legislative committee proposed legislation currently in Albany <br />to limit liability. <br /> <br />-meeting adjourned at 5:30 p.m. <br /> <br />submitted, <br />deputy clerk <br /> <br /> <br />
