A Special workshop was held November 19,1984 at 7~OO p.m at the <br />offices of the Water Department in the Mesier Nomestead. <br /> <br />Present~ Hayor Synnett, TruStees Boyle, Casper, Greco, and Hazocht, <br />(Tr. Costa out of town); Water Commissions Bet/nato, Catalans, and <br />Chase, Engineer Paggi, and Att*y Reilly9 Treasurer Campilii. <br /> <br />?he purpose of the workshop was to discuss rehabilitation of the <br />water softeners. <br /> <br />Commissioner Catalans stated that the total cost of the project was <br />estimated at approximately $306,300° <br /> <br />Engineer Pardi stated that there ; <br /> were three phases,to the proJect: <br />1)ors rehabilitate the softeners, 2) to complete the installation of <br />well #5 ~ the pump house modifications, and 3) to rehabilitate electrical <br />work at the ex/sting pumphouse with new panels for softeners and well #5. <br /> He recommended biddir~ the projects aa.one in order to save expense <br />and have greater control over the contractor. He pointed out that the <br />costa for legal fees, bonding, and capitalized interest were not included <br />because the Water ~oard had not yet determined how the project would be <br />funded. The present estimates were prepared in consultatiou with ' <br />Hungerford, who analyzed the existing softeners with related costs; and <br />Easowski, as the electrical consultant. <br /> Engineer Paggi stated that the work remaining to complete ~ll #S <br />~nvolved setting the pump and motor in either a pump pit or pump house, <br />The pump and motet are modeled after those used on well #¢ and would <br />have similar installation costs, He explained that maintenance of an <br />above-ground facility may be highee due to heating costa, but would <br />provide e~sier access than a pump pit, which would not require heat. <br />He further recommended that setting the pump should be done by a qe&l~fied <br />well-i,staller. <br /> In re~erence to tbs rehabilitation of the softegeral ~ngineer Pardi <br />stated that Hungerford and Terry had recommended an automatic mode with <br />manual o~er-ride as compared with the present manual operation. At <br />present .the wells had deep concrete brine-storage tanks. An above-ground <br />fiberglass tank enclosing a brims l~ad would eliminate tbs possibility of <br />leakage from the concrete tanks, as had happened with well #3 as indicated <br />by the chloride level. <br /> In reference to the reduction of iron and manganese as per state <br />mandate, in order to put #5 on line~ ~e stated that the discoloratLon <br />caused by the water,was caused by the iron conten~. Alleviating the <br />discoloration w~ll not address the manganese content. After rehabilitating the <br />softeners ;, however, it would be neceasary to filter or blend the water <br />to balance the ph. This would increase the sodium content; and while it <br />would still be within state limits, it would bota~eonce~n for people on <br />a restricted low-aodium diet. <br /> <br />The M&yor suggested reducing the iron and manganese content, without <br />putting the softeners on line, <br /> <br />Att'y Really stated that there were public health considerations,covered <br />under Part 5 of the State Sanitary Code. <br /> <br /> <br />
