<br />MINUTES OF PLANNING BOARD MEETING HELD NOVEMBER 5, 2009 <br />Present: Tom Morris, Chairman, Lisa Firstenberg, Vice Chairman, George Moran, <br />Bonnie Kieffer, Mike Kocan, Lisa Cobb, Attorney and Mary Ann Loncto, Secretary <br />Absent: Don McCormick <br />Others Present: Jay Paggi, John Fenton, George Davis, Jon Urban, Rosemarie <br />Haines, George Sotanski, Ned Griffith, Eva Hernandez, Dinah Klampert, Jeanne <br />DiPolito, Frances DiPolito <br />Meeting was called to order at 7:30 p.m. Motion by Ms. Kieffer, seconded by Mr. Moran <br />to approve the minutes of the October meeting as written. Unanimously carried. <br />DISCUSSION WITH JAY PAGGI REGARDING INITIAL PLANNING FOR THE <br />WATER PLANT DESIGN FOR THE VILLAGE OF WAPPINGERS FALLS <br />Mr. Paggi stated that the Village is in the process of redesigning the water treatment <br />facility in the back of Thornton’s Service Station. It has been inactive fully since 2006 – <br />since the Village has been receiving 100% of their water from the City and Town of <br />Poughkeepsie and it has been running at 50% capacity since December 1996 due to water <br />quality problems. Since that time primarily the last four years the Village has done a lot <br />of hydrogeology work up on the site to determine the maximum capacity of the aquifer <br />and what they would need to do to bring it into compliance with current codes and <br />regulations. They have been working very closely with the NYS Department of Health <br />and the Dutchess County Health Department. The site plan was reviewed. The old <br />treatment building was constructed in 1938 by the Village. There were a series of wells <br />in the back that were drilled in the late 1930’s until about 1964 and since the dynamics of <br />the lake has changed during the last couple of decades – the water quality of the wells <br />have started to show problems. The hydro geologists have suggested drilling wells <br />further away from the lake to draw more water from the west. This was done during the <br />last couple of years. The site is now a mix of old recreational facilities and blacktop <br />parking and drive ways that literally go nowhere. Most of what is there will be <br />demolished – a new driveway and roadway will be designed into the site – they will be <br />incorporating the old existing building into the new building – it will actually become a <br />corner into the new building – and they will be keeping the same architectural design. <br />There will also be landscaping on the new road making it look similar to a Village street. <br />Mr. Morris asked about the security around the wells and Mr. Paggi stated around each <br />well will be a 6 ft. diameter chain link fence – around the entire site will be an 8 ft. high <br />chain link fence. The existing building is 2200 sq. ft. and the new building will be 4700 <br />sq. ft. There is space in the building for things that may be required within the next <br />couple of decades – and space that will allow the operators to run the system – it will all <br />be state of the art – with telemeters from the wells to the buildings – from the tanks to the <br />buildings – so that the operators can literally run the system from the computers in the <br /> <br />
